THE GOLDEN HOUR PROTOCOL

Immediate Cyber Financial Fraud Recovery Plan

If you have been defrauded through UPI, Netbanking, or credit/debit card, the first 2 hours are decisive. Learn how to activate the Indian Financial Cyber Fraud Reporting System to freeze stolen funds before they are withdrawn at ATMs.

SOPThe 4-Step Golden Hour Execution Checklist

1Dial 1930 & State Your Details

When the operator answers, clearly state:

  • Your Bank Name and Account Number
  • Exact Fraud Amount debited
  • Transaction Reference / UTR Number from SMS
  • Recipient UPI ID or Account Number if visible
Why 1930 works: The helpline enters the transaction into the Citizen Financial Cyber Fraud Reporting System (CFCFRMS), immediately signaling the destination bank to put a freeze lien on the fraudster's account.
2Block Debit Cards & Reset UPI PIN

Stop further unauthorized debits immediately:

  • Open your bank app and toggle off "Online / International Transactions"
  • Block your debit card immediately
  • Reset your UPI PIN in Google Pay / PhonePe / Paytm
If you installed any APK or remote app (AnyDesk, TeamViewer): Uninstall it immediately and restart your phone in Safe Mode.
3Register Complaint on cybercrime.gov.in

Within 24 hours of calling 1930, you must formalize your complaint on the National Cyber Crime Reporting Portal:

  • Choose "Report Financial Fraud"
  • Enter the Acknowledgement Number given by 1930
  • Upload bank statement PDF and transaction screenshots
4Preserve All Evidence for Police FIR

Never delete messages or call records from the scammer:

  • Take uncropped screenshots of WhatsApp chats and phone numbers
  • Save payment receipts with UTR numbers
  • Do NOT block or delete chat threads before exporting backups

BEWARE OF SECONDARY RECOVERY SCAMS!

Victims of cyber fraud are frequently targeted a second time by fraudsters posing as "ethical hackers", "cyber lawyers", or "recovery agencies" on Instagram, Telegram, or Quora. They promise to recover stolen money for an advance fee. No private hacker has access to Indian banking networks or the legal authority to seize funds. Never pay anyone claiming they can hack back your money.
